Stephen DiBartolomeo is a Principal at Scout Ventures and also co-founded Chiplytics, where he works on semiconductor supply-chain security. He typically invests $300K to $2M at pre-seed and seed in frontier and “dual-use” technologies across govtech, robotics, security and cybersecurity, energy and climate, transportation, space, AI, and broader deeptech. Before venture, he served as a cryptologic warfare officer in the U.S. Navy and worked in technical and security-oriented roles, giving him a strong background in defense, intelligence, and mission-critical systems that informs his investment theses.
